I love the pic too, wish I had room for it too....

I think more along the lines of Hans, that it teaches people they don't have to take responsibility, and worse, that it gives them an easier out that isn't just enabling the behavior, but to a small degree even encouraging the behavior. Kind of like passing out contraceptives in gradeschool.

I don't agree. I have volunteered at rescues and shelters for quite a few years. If people don't have a place to take the dog, they will typically either ditch him/her in the street, shoot him/her in the head or tie him/her up out in the yard for the rest of its life. None of these idiots ever take any responsibility anyway. Whether the dog ends up dead, tied out indefinitely, let loose in the street or dropped at a rescue/shelter, that owner will never take responsibility and won't hesitate to buy another dog and try again. Making the dogs suffer more/longer doesn't limit or stop the behavior.
