have to disagree about cost, it is all about availability, DOD was forced to buy dogs in USA sometime, and if we look past the politics that were played, they couldnot get the numbers in USA
even when buying european, DOD,TSA, borderpatrol etc, cannot get the numbers they need, and any decent breedingprogram can provide an above average income for the person running it, as LE pays more than petprice
@ valk, no problem if you disagree, I have a litter of 8 right now, all 8 over the top drive, prey/ball/posession, but cannot measure hardness or agressionlevel on each pup at this time, since I breed all pedigree dogs, the once that dont make policedogs, can be sold to sporthomes, or as pets, this can be done in USA as well as the market for police, sport and petdogs is huge overthere

Pet price = 8 weeks old, not health or working wise tested puppy
LE pays for health and temperament tested, 10 months+ old dogs (food, vet, time, training)....

how old they are?
i noticed widespread belief - one cannot distinguish level of dominance/aggression, until dog have reached certain stage of maturity. that's a myth. folk in the past when looking for watchdog, did't waiting until pup grown even to 3 month, to decide that that dog will do good guard dog.
sure, no problem to sell pedigreed pups. problem that breeder's programs are tend to be based on pet/sport traits, and hopes among such litters to find LE/PP suitable specimens. if liter produced one such pup, breeder can expect some extra money in addition to usual. if litter of 6 produce 3 of such, 1 soft and 2 too aggressive, breeder would make less and on top of that will have hard time (not sell but even for free) to re-home 2 pups.

I think many breeders in the CR have been doing this for so long, it’s a cottage/family industry. The whole family helps out in the kennel, and so many know each other. It’s probably not a big world.
They have an eye for good pups and keep the promising ones until the are 7-16 mo old (or so) and just keep training them. Mom goes out before making lunch to train... then dad again before dinner....the kids after school...they are so good and routined in it... just no nonsense good that there is not a lot of wasted time. Very Efficient. The top dollar for the older trained ones makes it worth it.

GSDCA does it for ASL GSD. provides events and national event for display of GSD. (their version), but go to any event and most dogs are not for sale, some people offended even if you ask. lots of puppies though.
in Germany, there is SV, many clubs and opportunity to train display dogs for market. go to event there and many dogs are for sale, or at least, that was my experience.
KNPV provides opportunity for breeders, trainers, buyers, brokers to come together.
I just think that in U.S., there is no lack of dogs or people savvy enough to select, breed or train them. I do think there is a lack of organized effort to make it profitable.

I tried to say that LE does NOT pay for an 8 weeks old puppy, but for a 10 months + old.
At this age pups normally either are sold by ownets, or in seldom cases formerly keepers are sold as a washout by breeders ( lack of conformation /temperament/health ).
